The armed conflict in Darfur region, which erupted in early 2003, has had severe and lasting consequences on local communities, both pastoralists and sedentary farmers. Darfur presents a challenge to crisis prevention, recovery and peacebuilding efforts.
Conceived by the Darfur International Partners group and UN, the Darfur Community Peace and Stability Fund a manifestation of the Darfur Joint Assessment Mission (D-JAM) and outcome of the peace talks in Sirte in October 2007. As a UNDP administered Multi Partner Trust Fund (MPTF), DCPSF, established at the end of 2007, seeks to support community-level peacebuilding activities and foster social cohesion by drawing diverse communities together through processes of dialogue and consultations.
DCPSF phase -II (2015-19) commenced in 2015, envisions to stabilize communities through support to traditional conflict resolution mechanisms. The overall long-term goal of DCPSF is to bring peace and stability in Darfur.
DCPSF interventions are based on analyzing conflict patterns and identifying root causes and triggers of conflict related to grazing rights, land ownership, water scarcity/inequality and pressure on livelihood options. DCPSF reaches out to communities periodically to gauge the perception of the community through community perception survey on peace and stability as well as the activities of DCPSF projects according to the DCPSF ToR.
The DCPSF Steering Committee has recently endorsed anew terms of reference. Part of this new terms of reference is a strengthened focus on knowledge management and acting as a resource to Darfur stakeholders to understand the evolving situation there. This brings a need for data management and mapping/GIS capacity, as well as creation of simple infographics.
Duties and Responsibilities
Objectives of the Consultancy
The primary objectives of this consultancy are to provide data management, data analysis, mapping/GIS, and infographic creation support to the Darfur Community Peace and Stability Fund Technical Secretariat, more specifically to, under the overall guidance of the Head of DCPSF Secretariat, the Information Management and Database Consultant will be responsible of mapping all projects and interventions implemented as part of the DCPSF projects or those initiatives implemented as part of the overall contribution to the recovery and reconstruction in Darfur. The position will work closely and coordinate with the Reporting and Communication Officer to ensure that the relevant documents, websites, and products are populated and updated with the necessary project implementation information and dynamic maps.Manage, and update and create maps based on a database tracking events in Darfur based on media monitoring and other sources.
Create, manage, and update database on local conflict-based reconciliation mechanism (juddiya) as reported by DCPSF partners, including types of cases, their resolution and referral rates, and other data.
Create maps and conduct data analysis based on the above for the DCPSF Annual Report.
Support the upcoming Context Analysis process by creating informative maps and conduct data analysis.
Create maps based on different combinations of the data above.
Other data management and mapping related tasks as needed.
Context of the Required ServicesThe significance and sensitivity of the consultancy requires a qualified individual with adequate technical knowledge, good interpersonal skills.
The consultant will work closely with DCPSF Technical Secretariat (TS). The consultant will be provided with survey information from field M&E officers and Communication and Reporting officer. The consultant will report to Head of DCPSF TS.
Relevance/Purpose of the Work to the Project
The consultancy will overall contribute to:
Supporting evidence-based decision making through a robust, data-driven context analysis.
Increased accountability and transparency to stakeholders by improving data management systems and related analysis.
Improved monitoring systems.
Deepening knowledge and understanding of the Darfur context.

Scope of WorkThe purpose of the consultancy is to manage key data related to the work of the Darfur Community Peace and Stability Fund’s technical secretariat and create related infographics and maps.
The duration of this consultancy will be 12 calendar months. Kindly note that payment will be in a monthly lump sum.
Impact; Expected Outputs and Deliverables
Manage, update, and create maps on monthly basis for Darfur event tracking database. Use this data to create analysis of six months (July-December 2018) for the Annual Report.
Create, manage, and update database on local conflict-based reconciliation mechanism (juddiya) data as reported by CBRM partners (data from 2015 to present).
Develop other infographics and maps based on the above or other data for DCPSF Annual Report.
Support the upcoming Context Analysis process by managing data as needed and creating informative maps and infographics.Competencies

Functional Competencies:Master’s degree with 5-6 years of relevant experience in database management, data analysis, creation of maps and infographics.
Previous experience creating maps and working with GIS systems
Previous working experience of data analysis and data management.
The consultant shall have the skills and/or relevant education background in statistic and social science;
Ability to work in a timely manner and complete work within set deadlinesRequired Skills and Experience
Education:
Master’s degree in management and sciences or any other relevant field.
Experience:
5 years of relevant experience in programing in Sudan.
Familiarity in working with local institutions are desired
A background in the management and sciences will be an asset
